Islands shaped by relief

On Tutuila, development follows bays and narrow coastal areas where the terrain permits. Hills rise quickly behind many settlements, so the relationship with the sea remains especially strong.

The Pago Pago harbour area

Pago Pago is a useful starting point, but the harbour contains several named communities. Fagatogo and Utulei have their own identities and functions. Seeing this area as connected settlements, rather than one conventional compact capital, gives a more accurate introduction to American Samoa.
